The Project: “Sultanate of Sabah”
(Just Another Illegal Recruitment Story)
The project is called the Sultanate of Sabah. The project aims to industrialize the under-develop oil, mineral and timber rich North Borneo, also known as Sabah, Malaysia, all under the direction of the Sultanate of Sabah. In turn the project will require thousands of professional skilled workers and thousands more of laborers. It is good, yes, really good! The dreams, the ardent ambitions and the good deeds of the people who gave their professional talents to make the project look like real. They were all fooled.

During the heights of mass deportation of Filipinos from Sabah, the Sultanate of Sulu became more desirous in reviving his old claims. Although, governance belongs to Malaysia according to the Sultan of Sulu, Sabah belongs to his families as gift from the Sultan of Brunei. All oil explorations have been stopped to settle first this dispute.

Taking advantage of the current situation of our poor country, a certain Sultan Mohammed Aidal M. Ali-Uddin, a just retired AFP Colonel, Col. Danilo E. Bigtacion and a Muslim Colonel, residing in Bongao, Tawi-Tawi, Col. Hadji Jimlan S. Jaujali --- created a scheme to enrich themselves and further impoverished our people which is referred here as “Sultanate of Sabah.”

Professionals from all trades hoping to be part of what they thought will alleviate them from poverty, submitted their credentials and paid one thousand two hundred pesos each for a Royal ID, which according to the three culprits will be the only required document for their entry in Sabah. The bogus Sultan Aidal assigned both Col. Bigtacion and Jaujali to jointly implement their evil scheme. In Manila, Col. Bigtacion, a FEATI laboratory instructor and an unknown Aeronautical Engineer, before joining the Armed Forces of the Philippines, ask the assistance of several honest-to-goodness professionals from industries such as aviation, engineering and medicine. With the aid of these respected but unsuspecting professionals, Col. Bigtacion built the foundation and network to attract their prey to fall in their traps.

At present, there about nine hundred names in the list kept by Ed Franco (allegedly working in the Professional Regulation Commission) for Col. Danilo E. Bigtacion.

The Culprits

Without any intention to implicate other people who could be totally ignorant of what is going on (but remember ignorance of law is no defense in any court!), who --- is the very reason why this article is written in the first place! The real culprits behind this evil scheme are the following:

1. The Bogus Sultan Mohammed Aidal M. Ali-Uddin

His TRUE name is Datu Alidal Bin Datu Wahidoon Bin Datu Pu'ut. He is just using the name "M. Aliuddin = Mohammad Aliuddin from the name "HRH. DATU ALIUDDIN BIN DATU MOHAMMAD SIE/SEH/SHEIKH - the Maharajah Adinda" heirs.

He actually got the copies of Documents of the Maharajah Adinda from one of the Maharajah Adinda
Families in Semporna, Sabah a few years ago. So, by those documents he proclaimed himself as "Sultan of Tawi-Tawi".

He also said that his families are holding the PULAU JANGGI (Sepoh Janggi) and was submitted by his father (Datu M. Aliuddin) to Brunei on the year 1988 (On his appealing letter to President Joseph Estrada).

Actually, the real PULAU JANGGI was submitted to Brunei Muzeum by HRH DATU ALIUDDIN @ DATU HADDIS PABILA BIN HRH DATU MOHAMMAD SIE/SEH/SHEIKH IBNI MAHARAJAH ADINDA SULTAN MOHAMMAD ARANAN/ADANAN PUYO on 1978. And that Pulau Janggi still kept by the Brunei Muzeum till nowdays! So, the Pulau Janggi which on the Sultan Aidal hand's now is NOT THE REAL SULU PULAU JANGGI, that's a FAKE Pulau Janggi!

To prove this, the Maharajah Adinda Families still kept the "Acceptance Letter's of that Pulau Janggi" which was signed by the Brunei Muzeum Deputy Director's on that time (1978), Pehin Dato' Lim Jock Seng. So, was Sultan Aidal really kept such kind of letters? If he have, what's was the "RECORD or REFERANCE NO."?

2. The Shameless Col. Danilo E. Bigtacion

Danilo E. Bigtacion a.k.a. “Datu Batu” earned his degree in BS Aeronautical Engineering at FEATI Institute of Technology (now, FEATI University), then worked as a laboratory instructor before becoming an officer in the Armed Forces of the Philippines where he is assigned in the GSC, Camp Aguinaldo. In August 2004, he retired from the service, if you still see him frequently in Camp Aguinaldo, he is recruiting and also stealing gasoline from our government! He proudly claim to be the only remaining inventor (that is self laudatory and he has no such credibility according to officers in the Air Force Research and Development Center!) in the military but the truth is he is just another thief in uniform.

3. The Good for Nothing Col. Hadji Jimlan S. Jaujali

There is not much information on this guy except that he hails from Bongao, Tawi-Tawi and a Muslim soldier cheating Muslims.

The Illegality of the Project

According to PD No. 422 (known as the “Labor Code of the Philippines”) Article 13 (b):
"Recruitment and placement" refers to any act of canvassing, enlisting, contracting, transporting, utilizing, hiring or procuring workers, and includes referrals, contract services, promising or advertising for employment, locally or abroad, whether for profit or not: Provided, That any person or entity which, in any manner, offers or promises for a fee, employment to two or more persons shall be deemed engaged in recruitment and placement.
Clearly from this law provision Sultan Aidal, Col. Bigtacion and Col. Jaujali are recruiting for the bogus project “Sultanate of Sabah”. This is so as soon as they started enlisting and collecting credentials from their prospect personnel for their project. And they did it since 2003.
Furthermore, according to same Presidential Decree Article 38 (a)and (b), Illegal Recruitment activities are:
(a) Any recruitment activities, including the prohibited practices enumerated under Article 34 of this Code, to be undertaken by non-licensees or non-holders of authority, shall be deemed illegal and punishable under Article 39 of this Code. The Department of Labor and Employment or any law enforcement officer may initiate complaints under this Article.
(b) Illegal recruitment when committed by a syndicate or in large scale shall be considered an offense involving economic sabotage and shall be penalized in accordance with Article 39 hereof.
Illegal recruitment is deemed committed by a syndicate if carried out by a group of three (3) or more persons conspiring and/or confederating with one another in carrying out any unlawful or illegal transaction, enterprise or scheme defined under the first paragraph hereof. Illegal recruitment is deemed committed in large scale if committed against three (3) or more persons individually or as a group.
Sultan Aidal, Col. Bigtacion and Col. Jaujali recruitment activities are ILLEGAL!!! this is due to the fact that they are not recognized by the Philippine Overseas Employment Agency. Yes, they don’t have any POEA license and belive it or not they could not afford they paid-up capital of just PHP 2M. They said HRH Sultan Hassanal Bolkiah will finance the project, That’s ridiculous!!! The bogus Sultan Aidal never even met HRH Sultan Hassanal Bolkiah when he went to Brunei. Sultan Aidal can’t even pay his hotel bills!!! So how on earth, can Sultan Aidal afford the multi-billion dollar “Sultanate of Sabah” project??? Perhaps when he emptied the pockets of billion Filipinos!!!
I am calling to all those who know about the project and those who have submitted their documents, let us put these culprits behind bars!!!
Sabah is part of Malaysia--- this is what the world know!!! And this is what we should respect!!! Unless of course, the Sultan of Sulu triumphs over it and get recognized, then and then, we can safely say that Sabah belongs to his families and he can do whatever he wants to do with it!!! And Philippines being not Malaysia, these activities of the culprits behind the “Sultanate of Sabah” done here in our soil--- is definitely punishable by our existing law!!! Nobody is above the Law! Especially when you are a bogus Sultan!!!
